While this level was unsustainable, the sector has since experienced an unprecedented contraction, exacerbated by wider recession and fiscal difficulties, and is characterised by supply overhang, credit restrictions, a collapse in consumer confidence and increased social housing lists. The result has been business failure and job losses throughout the supply chain. However, there are now major challenges for policy-makers and businesses, as the economy restructures.
